A PROCLAMATION
WHEREAS section 12 i of the joint resolution of Congress approved Novem ber 4, 1939, 54 S ta t.H 22 U. S. C. 452
i, provides in part as follows:
The President is hereby authorized to proclaim upon recommendation of the National Munitions Control Board from time to time a list of articles which shall be considered arms, ammunition, and implements of war for the purposes of this section
and WHEREAS section 13 of the said joint resolution provides, in part, that the President may exercise any power or au thority conferred upon him by that reso lution through any such officer or officers as he shall direct:
NOW, THEREFORE, I, DWIGHT D.
EISENHOWER, President of the United States of America, acting under and by virtue of the authority conferred upon me by the said joint resolution of Con gress, and upon the recommendation of the National Munitions Control Board, do hereby declare and proclaim that the articles listed below and such compo nents, parts, accessories, attachments, and related items as may be designated upon recommendation of the National Munitions Control Board in regulations issued by the Secretary of State and pub lished in the F ederal R egister shall be considered arms, ammunition, and im plements of war for the purposes of sec tion 12 of the said joint resolution of Congress:
CATEGORY I SMALL ARMS AND MACHINE GUNS
Rifles, carbines, revolvers, pistols, m achine pistols, and machine guns using am m unition of caliber .22 or over.
CATEGORY H ARTILLERY AND PROJECTORS
Guns, howitzers, cannon, mortars, tank de stroyers, rocket launchers, m ilitary flame throwers, m ilitary smoke projectors, and re coilless rifles.
CONTENTS

hereof.
CATEGORY IV BOMBS, TORPEDOES, ROCKETS, AND
GUIDED M ISSILES
a Bombs, torpedoes, grenades including smoke grenades, smoke canisters, rockets, m ines, guided m issiles, depth charges, fire bombs, incendiary bombs.

Tanks, m ilitary type armed or armored vehicles, am m unition trailers, and am phibi ous vehicles land vehicles capable of lim ited endurance in w ater, m ilitary half tracks, m ilitary type tank recovery vehicles, and gun carriers., CATEGORY VII TOXICOLOGICAL AGENTS
a Biological or chem ical toxicological agents adapted for use in war to produce casualties or to damage crops.
b Equipm ent for th e dissem ination, de tection, and identification of, and defense against, th e item s described in paragraph a of th is category.
CATEGORY VHI PROPELLANTS AND EXPLOSIVES
Propellants for th e articles enum erated in Categories i n , IV, and VII hereof; m ilitary high explosives.
CATEGORY IX VESSELS OF WAR AND SPECIAL
NAVAL EQUIPM ENT
a Warships, am phibious warfare vessels, landing craft, m ine warfare vessels, patrol vessels, auxiliary vessels, service craft, float in g dry docks, and experim ental types of naval ships.
