Creating a B oard of I n q u ir y T o R eport on Certain L abor D isputes A ffecting the Maritime I ndustry of the U nited States WHEREAS there exist certain labor iisputes between employers or associa tions by which such employers are repre sented in collective bargaining confer ences who are 1 steamship companies or who are engaged as operators or agents for ships engaged in service from or to North Atlantic ports from H am p
tonRoads, Virginia, to Portland, M aine, or from or to other ports of the United States or its Territories or possessions, 2 contracting stevedores, 3 contract ing marine carpenters, or 4 other em
ployers engaged in related or associated pier activities, and certain of their em ployees represented by the International Longshoremens Association; and WHEREAS in m y opinion such dis putes have resulted in a strike affecting asubstantial p art of the maritim e indus try, an industry engaged in trade, com inerce, transportation, transmission, or communication am ong thfe several states and with foreign nations, w hich strike, ifpermitted to continue, w ill im peril the national health and safety:
NOW, T H E R E FO R E , by virtue of the authority vested in m e by section 206
ofthe Labor-Managem ent Relations Act, 1947 Public L aw 101, 80th C on gress, I hereby create a B o ard of Inquiry, consisting of such members as I shall appoint, to inquire into the issues in
volved in such disputes.
I The Board shall have powers and duties as set forth in T itle I I o f the said Act. The B oard shall report to the President in accordance with the p ro
visions of section 206 of the said Act on or before October 5, 1953.
Upon the submission o f its report, the poard shall continue in existence to p eronn such other functions as m ay be Ruired under the said Act, until the pard is terminated by the President.
