524.201 G eneral statem ent. In or der to encourage the domestic consump tion of honey produced in the United States by diverting it from normal channels of trade and commerce, the Secretary of Agriculture, pursuant to the authority conferred by section 32 of Pub lic Law 320, 74th Congress, as amended, offers to make payments to eligible per sons complying with the terms and con ditions stated in this subpart.
