NOTICES
is property within the United States owned or controlled by, payable or de liverable to, held on behalf of or on ac count of, or owing to, or which is evidence of ownership or control by, Fuhrmeister & Co., Shanghai, China, the aforesaid national of a designated enemy country Germany ;
and it is hereby determined :
4. That Fuhrmeister & Co., Shanghai, China, is controlled by or acting for or on behalf of a designated enemy country Germany or persons within such coun try and is a national of a designated enemy country Germany ; and 5. That to the extent that the persons named in subparagraphs 1 and 2 hereof are not within a designated enemy coun try, the national interest of the United States requires that such persons be treated as nationals of a designated en emy country Germany. All determinations and all action re quired by law, including appropriate consultation and certification, having been made and taken, and, it being deemed necessary in the national inter est.
There is hereby vested in the Attorney General of the United States the prop erty described above, to be held, used, ad ministered, liquidated, sold or otherwise dealt with in the interest of and for the benefit of the United States.
The terms national and designated enemy country as used herein shall have the meanings prescribed in section 10 of Executive Order 9193, as amended.

1. That Hermann Count SeherrThoss, who, on or since the effective date of Executive Order 8389, as amended, and on or since December 11, 1941, has been a resident of Germany, is a na tional of a designated enemy country Germany;
