Under authority of 6.1 a of Execu tive Order 9830, and at the request of the Motor Carrier Claims Commission, the Commission has decided that the posi tion of Clerk to the Commission should be excepted from the competitive service.
Effective upon publication in the F ederal R egister, a new paragraph b is added to 6.151 as follows:

1The Cooperative Associations through which th e loans are made for Virginia firecured, Type 21; Burley, Type 31; and Virginia sun-cured, Type 37, are authorized to deduct from th e am ount paid to growers 12 cents per hundred pounds to apply against th e overhead costs to th e associations of the loan operations. Tobacco can be placed under loan only by th e original producer and a t these rates only if produced on a coop erating farm ; Tobacco graded "W doubt ful keeping order, U unsound, DAM
dam aged, N2L, N2R, or N2G will no t be accepted, except in Types 22, 23, 24, 35, and 36, where th e tobacco graded W doubtful keeping order will be accepted a t an ad vance rate of 20 percent below the regular grade advance rate. Tennessee and Kentucky fire-cured,- Types 22, 23, and 24, grades marked w ith special factor OS" in addition to th e regular grade symbols shall have an advance rate 20 percent below th e advance rate for th e regular grades w ithout such special factor.
