OF AMERICA
A PROCLAMATION

WHEREAS the people of this Nation are determined to foster an environment in which those of their fellow citizens who have become physically handicapped can continue to make their rightful con tribution to the work of the world and can continue to enjoy the opportunities and rewards of that work; and WHEREAS Public Resolution No. 176, 79th Congress, approved August 11,1945, provides in part:
T h a t h e rea fte r th e first week in O ctober of each year sh all be designated as N ational Employ th e Physically H andicapped Week.
D uring said week, app ro p riate cerem onies are to be held th ro u g h o u t th e N ation, th e p u r pose of w hich will be to enlist public su p p o rt for an d in te re s t in th e em ploym ent of o th e r wise qualified b u t physically handicapped w orkers :

NOW, THEREFORE, I, HARRY S.
TRUMAN, President of the United States of America, do hereby call upon the people of the United States to observe the week of October 7-13, 1945 as Na tional Employ the Physically Handi capped Week. I ask the governors of States, mayors of cities, heads of the various agencies of the Government, and other public officials, as well as leaders in industry, education, religion, and ev ery other aspect of our common life, during this week and at all other suitable times, to exercise every appropriate ef fort to enlist public support of a sus tained program for the employment and development of the abilities and capaci ties of those who are physically handi capped.

IN WITNESS WHEREOF, I have here unto set my hand and caused the seal of the United States of America to be affixed.
, DONE at the City of Washington this 21st day of September, in the year of our Lord nineteen hundred and seal forty-five and of the Independ ence of the United States of America the one hundred and seventieth.

By virtue of and pursuant to the au thority vested in me by the provisions of paragraph Eighth, subdivision Second, section 2 of the Civil Service Act 22
Stat. 403, 404, it is hereby ordered that upon recommendation to the Civil Serv ice Commission of the Administrator of Veterans Affairs, any person entitled to veterans preference who has been awarded the Congressional Medal of;
Honor may be appointed to the classified position of Contact Representative in the Veterans Administration without com pliance with the requirements of the Civil Service Rules.
