By virtue of and pursuant to the au thority vested in me by Title n of the Second War Powers Act, 1942 56 Stat.
177 as amended, the National Advisory Committee for Aeronautics is hereby authorized to exercise the authority con tained in the said Title n o f the Second War Powers Act, 1942, to acquire, use, and dispose of any real property, tempo rary use thereof, or other interest therein, together with any personal prop erty located thereon, or used therewith, which the National Advisory Committee for Aeronautics shall deem necessary for military, naval, or other war purposes.

The fulfillment of requirements for the defense of the United States will result in a shortage in the supply of processed fruits and processed vegetables for de fense, for private account, and for ex port; and it is deemed necessary and appropriate in the public interest and to promote the national defense to amend War Pood Order No. 22 8.P.R. 2243, as amended, as follows:
