By virtue of the authority vested in me by Title I o f the First War Powers Act, 1941, approved December 18,1941 Public Law No. 354, 77th Congress , and as President of the United States, it is hereby ordered as follows:
1. All functions, powers and duties of the Secretary of State under the act of June 8, 1938 52 Stat. 631, as amended by the act of August 7, 1939 <53 Stat.
1244, Requiring the registration of agents of foreign principals, are hereby trans ferred to and vested in the Attorney General.
2. All property, books and records heretofore maintained by the Secretary of State with respect to his administra tion of said act of June 8, 1938, as amended, are hereby transferred to and vested in the Attorney General.
3. The Attorney General shall furnish to the Secretary o f State for such com ment, if any, as the Secretary o f State may desire to make from the point of view of the foreign relations o f the United States, one copy of each registration statement that is hereafter filed with the Attorney General in accordance with the provisions of this Executive order.
4. AH rules, regulations and forms which have been issued by the Secretary of State pursuant to the provisions of said act of June 8,1938, as amended, and which are in effect shall continue in ef fect until modified, superseded, revoked or repealed by the Attorney General.
5. This order shall become effective as of June 1,1942.

Part 3831 o f Subchapter I of Title 6, Chapter HI of the Code of Federal Regu lations is hereby amended by the addi tion of the following section:
383.0 R elease or subordination o f secu rity; and purchasing organizations D efense R elocation Corporations, and Land Purchase and Developm ent Coop eratives. a Regional Directors are hereby authorized to execute on behalf of the Government the necessary instru ments releasing or subordinating the se curity o f the Government represented by mortgages or other liens on real prop erty acquired by land purchasing organi zations Defense R e l o c a t i o n Corporations and Land Purchasing and Development Cooperatives with F.S.A. loan proceeds, in order to permit the granting o f ease ments, rights-of-way, or the sale o f tim ber or other interests, except gas and oil rights, in the lands under the following circumstances:
1 When, in their judgment, such sale or disposal is in the best interest of the Government and all parties con cerned.
2 When the proposed easement or other right will not interfere with the operations of the property for the pur pose for which it was acquired. Ad ministration Letter 525, April 30, 1942, paragraph XI
