istration, the N ational H ousing Agency, the V eterans Administration, and the F ederal Communications Com mission
hereby authorize the Federal Communi cations Commission, or such officers or employees as it may designate, to enter into contracts without prior advertising for bids, under the regulations pre scribed by that Executive order: Pro vided, however, that the provisions of this order shall be applicable only to contracts relating to the prosecution of the war effort.
