Amending the E xecutive O rder of J an uary 17, 1873, to P ermit E mployees of the F ederal G overnment to H old Certain P ositions in the S chools and U niversities of A n y S tate, T er ritory, or M unicipality
By virtue of the authority vested in me by section 1753 of the Revised Stat utes of the United States U.S.C., title 5, sec. 631, and as President of the United States, the Executive order of January 17, 1873, as amended, prohibiting, with certain exceptions, Federal officers and employees from holding state, territorial, and municipal offices, is hereby further amended so as to permit officers and employees of the Federal Government to hold positions as teachers or instruc tors in any state, territorial, or munic ipal school or university: Provided, that their holding of such positions shall not in any manner interfere or conflict with the performance of their duties during their regular hours of duty as officers or employees of the Federal Government.

The USHA cannot, under the Act, make loans or annual contributions on any USHA-aided project which is not un dertaken in such a manner that a the project will not be of elaborate or ex pensive design or materials and b economy will be promoted both in con struction and administration thereof.
The Act further requires that rents including the cost of heating shall be within the financial reach of families of low income. Since the heating ex pense may represent a very material portion of the total rent, or total ex penditure for rent and household opera tion, economy in operating expense of the heating system is essential. This Part sets forth determination of a heat ing method, factors affecting choice, and types of systems.! Introduction 644.1 D e t e r m i n i n g a heating method. The individual tenant-oper ated heating unit should always be given consideration and, under conditions fa vorable to its use, this type should be the first tentative selection. As com pared with the project-operated group or central plant, the individual tenantoperated unit has1the following definite advantages:
