By the President of the United States of Am erica A PROCLAMATION
W H ER EAS there is to be held at New York City during the year 1939 a W orlds P air which has for its purpose the cele bration of the one hundred and fiftieth anniversary of the inauguration of the first President of the United States of America and of the establishment of the national government in the city of New York;
W H ER EAS a Joint Resolution of Congress approved June 15, 1936, reads in part as follows;
Resolved by the Senate and House of Representatives of the United States of Am erica in Congress assembled, That the President of the United States be, and he is hereby, au thorized and respectfully requested by proclamation, or in such manner as he may deem proper, to invite foreign coun tries and nations to such proposed w orlds fa ir with a request that they participate therein. ;
AND W H E R E A S I believe the people of many nations would be pleased to unite with the people of the United States in participating in this W orlds P air:
NO W , TH EREFO RE, I, F R A N K L IN D. R O O SEVELT, Presi dent of the United States of America, in compliance with the aforesaid Joint Resolution of Congress, do invite the partici pation of the nations in this W orlds Pair.
IN T E S T IM O N Y W H ER EO F, I have hereunto set my hand and caused the Seal of the United States of Am erica to be affixed.
DONE at the City of W ashington this 16th day of Novem ber in the year of our Lord one thousand nine seal hundred and thirty-six, and of the Independence of the United States of Am erica the one hundred and sixty-first.

AND COASTWISE TRANSPORTATION

By virtue of and pursuant to the authority vested in me as President of the United States, and by section 1 of the act entitled An Act To authorize the President of the United States to locate, construct, and operate railroads in the T erri tory of Alaska, and for other purposes, approved M arch 12, 1914 38 Stat. 305, and by the act entitled An Act M aking By the President of the United States of Am erica appropriations for the Departm ent of the Interior fo r the A PROCLAMATION
fiscal year ending June 30, 1937, and for other purposes, approved June 22, 1936 Public No. 741, 74th Congress, W H EREAS there is to be held at San Francisco, California, during the year 1939 an international exposition which has authorizing the Alaska Railroad to operate and m aintain for its purpose the celebration of the completion of the San ocean-going or coastwise vessels by ownership, charter, or arrangem ent with other branches of the Government serv Francisco-Oakland Bridge and the Golden G ate Bridge, and ice, for the purpose of providing additional facilities fo r the which is designed to depict and exhibit the progress and ac transportation of freight, passengers, or m ail, when deemed complishments of the Pacific area of the United States in necessary, for the benefit and development of industries and science, industry, business, transportation, and culture, and 2277
