W HEREAS the preamble to Senate Concurrent Resolution 18, Sixty-ninth Congress 44 Stat. 1982, passed June 4, 1926, recites:
Whereas the 11th o f November, 1918, marked the cessation of the most destructive, sanguinary, and far-reaching war in human annals and the resumption by the people of the United States o f peaceful relations w ith other nations, which we hope may never again be severed; and Whereas it is fittin g that the recurring anniversary of this date should be commemorated with thanksgiving and prayer and exercises designed to perpetuate peace through good w ill and mutual understanding between nations; and Whereas the legislatures of twenty-seven o f our States have already declared November 11 to be a legal holiday:
AND W HEREAS the said Concurrent Resolution provides:
That the President o f the United States is requested to issue a proclam ation calling upon the officials to display the flag o f the United States on all Government buildings on November 11 and inviting the people o f the United States to observe the day in schools and churches, or other suitable places, with appropriate ceremonies expressive o f our grati tude fo r peace and our desire fo r the continuance o f friendly relations with all other peoples.
NOW , THEREFORE, I, F R A N K LIN D. ROOSEVELT, President o f the United States o f America, do hereby direct that on November 11, 1936, the eighteenth anniversary of the Armistice, the flag o f the United States be displayed on all Government buildings, and do invite the people of the United States to observe the day w ith appropriate ceremonies in schools and churches, or other suitable places.

Whereas, under the Agricultural Adjustment Act, as amended, notice p f hearing is required in connection w ith a proposed m arketing agreement or a proposed order, and the General Regulations, Series A, No. 1, as amended, o f the Agricultural Adjustment Adm inistration provide fo r such ! notice; and Whereas, the Secretary o f Agriculture has reason to believe that the execution of a m arketing agreement and the issuance of an order w ill tend to effectuate the declared policy o f T itle I of the Agricultural Adjustment Act, as amended, w ith respect to cauliflower grown in the State of Oregon;
Now, therefore, pursuant to the said act and said general regulations, notice is hereby given of a hearing to be held on a proposed marketing agreement and a proposed order regu lating the handling o f cauliflower grown in the State of Oregon, in the assembly room, Multnomah Hotel, Portland, Oregon, on November 9, 1936, at 10:00 a. m.
This public hearing is fo r the purpose o f receiving evidence as to the general economic conditions which may necessitate regulation in order to effectuate the declared policy of the aet and as to the specific provisions which a m arketing agreement and order should contain. The proposed marketing agree ment and order provide fo r the regulation of the handling 0f cauliflower produced in the area stated, and, among other things provision is made fo r: a the estab lish m en t, f a Control Committee, b the regulation o f the total quantity o f cauliflower to be shipped during given periods, c the regu lation of shipments o f cauliflower by grades and sizes, and d assessments fo r expenses o f administration.
