i All officer endorsements as master on vessels of less than 500 GT in ocean service.
ii All officer endorsements for master or mate pilot of towing vessels for service on near-coastal waters, except apprentice mate steersman of towing vessels.
iii All officer endorsements for master or mate pilot of towing vessels for service on Great Lakes, except apprentice mate steersman of towing vessels.
iv All officer endorsements as master or mate pilot of towing vessels for service on inland waters or Western Rivers, except apprentice mate steersman of towing vessels.
A The Coast Guard will accept a Coast Guard approved modified basic firefighting course, which is the basic firefighting training described in paragraph h3 of this section modified to only cover the equipment, fire prevention procedures, and firefighting operations required on towing vessels on inland waters or Western Rivers routes required in 46 CFR parts 140 and 142. A mariner who completes this modified basic firefighting course will be issued an endorsement that is restricted to inland waters or Western Rivers.
B To increase in scope to Great Lakes, near-coastal or oceans, the applicant will be required to complete the firefighting course appropriate to the route sought.
l Restrictions. The Coast Guard may modify the service, training, and examination requirements in this part to satisfy the unique qualification requirements of an applicant or distinct group of mariners. The Coast Guard may also lower the age requirement for OUPV applicants. The authority granted by an officer endorsement will be restricted to reflect any modifications made under the authority of this paragraph l.

Revisions to Political Programming and Recordkeeping Rules Federal Communications Commission.
ACTION: Proposed rule.
AGENCY:
In this document, the Commission proposes to update its political programming and recordkeeping rules for broadcast licensees, cable television system operators, Direct Broadcast Satellite DBS service providers, and Satellite Digital Audio Radio Service SDARS
licensees. The Commission proposes to update its political programming rules by adding the use of social media and the creation of a campaign website to the existing list of activities that may be considered in determining whether an individual running as a write-in candidate has made a substantial showing of his or her bona fide candidacy. The Commission also proposes to update its political recordkeeping rules by incorporating provisions which were adopted in the Bipartisan Campaign Reform Act of 2002.
