We expect that the incremental recreational changes will be scattered, and so we do not expect that the rule will have a significant economic effect
on a substantial number of small entities in any region or nationally. As noted previously, we expect at most $1.4
million to be spent in total in the refuges local economies. The maximum increase will be less than threehundredths of 1 percent for local retail
