Scope of the Order

The product covered by the order is large diameter welded carbon and alloy steel line pipe from Greece. Products subject to the order are currently classified in the Harmonized Tariff Schedule of the United States HTSUS
under item numbers: 7305.11.1030, 7305.11.1060, 7305.11.5000, 7305.12.1030, 7305.12.1060, 7305.12.5000, 7305.19.1030, 7305.19.1060, and 7305.19.5000.
Merchandise currently classifiable under subheadings 7305.31.4000, 7305.31.6090, 7305.39.1000 and 7305.39.5000 and that otherwise meets the above scope language is also covered. Although the HTSUS
subheadings are provided for convenience and customs purposes, the written description of the merchandise subject to this scope is dispositive.5

SUMMARY: The Department of Commerce Commerce preliminarily determines that the sole producer/exporter subject to this administrative review did not make sales of subject merchandise at less than normal value NV during the period of review POR, April 19, 2019, through April 30, 2020. Interested parties are invited to comment on these preliminary results.

On July 10, 2020, based on a timely request for review, in accordance with 19 CFR 351.221c1i, we initiated an administrative review on large diameter welded carbon and alloy steel line pipe large diameter welded pipe from Greece.1 This review covers one producer and exporter of the subject merchandise, Corinth Pipeworks Pipe Industry S.A. Corinth.
On July 21, 2020, Commerce tolled deadlines in administrative reviews by 60 days, thereby extending the deadline for these results until April 1, 2021.2 On March 10, 2021, we extended the deadline for these preliminary results by 120 days, until July 30, 2021.3 For a complete description of the events that followed the initiation of this review, see the Preliminary Decision Memorandum.4
