Manufacturing of CFLKs is classified under NAICS 335210, Small Electrical Appliance Manufacturing, and the SBA sets a threshold of 1,500 employees or less for a domestic entity to be considered as a small business. This employee threshold includes all employees in a business parent company and any other subsidiaries.
One aspect of assessing manufacturer burden involves examining the cumulative impact of multiple DOE
standards and the product-specific regulatory actions of other Federal agencies that affect the manufacturers of a covered product or equipment. While any one regulation may not impose a significant burden on manufacturers, the combined effects of several existing or impending regulations may have serious consequences for some manufacturers, groups of manufacturers, or an entire industry. Assessing the impact of a single regulation may overlook this cumulative regulatory burden. For these reasons, DOE
conducts an analysis of cumulative regulatory burden as part of its rulemakings pertaining to appliance efficiency.
Issue 32: To the extent feasible, DOE
seeks the names and contact information of any domestic or foreignbased manufacturers that distribute CFLKs in the United States.
Issue 33: DOE identifies small businesses as a subgroup of manufacturers that could be disproportionally impacted by amended energy conservation standards. DOE
requests the names and contact information of small business manufacturers, as defined by the SBAs size threshold, of CFLKs that manufacture products in the United States. In addition, DOE requests comment on any other manufacturer subgroups that could be disproportionally impacted by amended energy conservation standards. DOE
requests feedback on any potential approaches that could be considered to address impacts on manufacturers, including small businesses.

III.
