Participants who believe that they have good cause for not submitting
documents electronically must file an exemption request, in accordance with 10 CFR 2.302g, with their initial paper filing stating why there is good cause for not filing electronically and requesting authorization to continue to submit documents in paper format. Such filings must be submitted in accordance with 10 CFR 2.302bd. Participants filing adjudicatory documents in this manner are responsible for serving their documents on all other participants.
Participants granted an exemption under 10 CFR 2.302g2 must still meet the electronic formatting requirement in 10 CFR 2.302g1, unless the participant also seeks and is granted an exemption from 10 CFR 2.302g1.

This Order contains instructions regarding how potential parties to this proceeding may request access to documents containing sensitive unclassified information including SUNSI and SGI. The proposed license amendment requests NRC approval of the Pilgrim Independent Spent Fuel Storage Installation-Only Security, Training and Qualification, and Safeguards Contingency Plan, Revision 0 ISFSl0 PSP. The proposed plan would supersede the currently approved Physical Security, Training & Qualification, and Safeguards Contingency Plan and addresses the protection of material on site that is licensed by the Pilgrim license that includes the Independent Spent Fuel Storage Installation ISFSI, as well as other special nuclear material on site, with the exception of material subject to the requirements of 10 CFR
Part 37, Physical Protection of Category 1 and Category 2 Quantities of Radiation Material. The site configuration that is reflected in the plan assumes that all remaining spent fuel in the spent fuel pool has been removed to the ISFSI ISFSI Only status.
