The Commission gives notice that the Postal Service filed requests for the Commission to consider matters related to negotiated service agreements. The requests may propose the addition or removal of a negotiated service agreement from the market dominant or the competitive product list, or the modification of an existing product currently appearing on the market dominant or the competitive product list.
Section II identifies the docket numbers associated with each Postal Service request, the title of each Postal Service request, the requests acceptance date, and the authority cited by the Postal Service for each request. For each request, the Commission appoints an officer of the Commission to represent the interests of the general public in the proceeding, pursuant to 39 U.S.C. 505
Public Representative. Section II also establishes comment deadlines pertaining to each request.
The public portions of the Postal Services requests can be accessed via the Commissions website http
www.prc.gov. Non-public portions of the Postal Services requests, if any, can be accessed through compliance
with the requirements of 39 CFR
3011.301.1
The Commission invites comments on whether the Postal Services requests in the captioned dockets are consistent with the policies of title 39. For requests that the Postal Service states concern market dominant products, applicable statutory and regulatory requirements include 39 U.S.C. 3622, 39
U.S.C. 3642, 39 CFR part 3030, and 39
CFR part 3040, subpart B. RAILROAD RETIREMENT BOARD
Proposed Collection; Comment Request Summary: In accordance with the requirement of Section 3506c2A of the Paperwork Reduction Act of 1995
which provides opportunity for public comment on new or revised data collections, the Railroad Retirement Board RRB will publish periodic summaries of proposed data collections.
Comments are invited on: a Whether the proposed information collection is necessary for the proper performance of the functions of the agency, including whether the information has practical utility; b the accuracy of the RRBs
estimate of the burden of the collection of the information; c ways to enhance the quality, utility, and clarity of the information to be collected; and d ways to minimize the burden related to the collection of information on respondents, including the use of automated collection techniques or other forms of information technology.
Title and purpose of information collection: Student Beneficiary Monitoring; OMB 32200123.
Under provisions of the Railroad Retirement Act RRA, there are two types of benefit payments that are based on the status of a child being in fulltime elementary or secondary school attendance at age 1819: 1 A survivor childs annuity benefit under Section 2d1iii 45 U.S.C. 231a and 2 an increase in the employee retirement annuity under the Special Guaranty computation as prescribed in Section 3f2 45 U.S.C. 231b and 20 CFR 229.
The survivor student annuity is usually paid by direct deposit to a financial institution either into the students checking or savings account or into a joint bank account with a parent.
The requirements for eligibility as a student are prescribed in 20 CFR 216.74, and include students in independent study and home schooling.
To help determine if a child is entitled to student benefits, the RRB
requires evidence of full-time school attendance. This evidence is acquired through the RRBs student monitoring program, which utilizes the following forms. Form G315, Student Questionnaire, obtains certification of a students full-time school attendance as well as information on the students marital status, social security benefits, and employment, which are needed to determine entitlement or continued entitlement to benefits under the RRA.
Form G315A, Statement of School Official, is used to obtain, from a school, verification of a students full-time attendance when the student fails to return a monitoring Form G315. Form G315A.1, School Officials Notice of Cessation of Full-Time School Attendance, is used by a school to notify the RRB that a student has ceased fulltime school attendance. The RRB
proposes no changes to Forms G315, G315A, or G315A.1.
