Vaccine Training Modules and ii documentation of an observation period by a currently practicing healthcare professional adequately experienced in vaccination who confirms competency of the healthcare provider in preparation and administration of the particular COVID19 vaccines to be administered.
Nothing in this Declaration shall be construed to affect the National Vaccine Injury Compensation Program, including an injured partys ability to obtain compensation under that program. Covered countermeasures that are subject to the National Vaccine Injury Compensation Program authorized under 42 U.S.C. 300aa10 et seq. are covered under this Declaration for the purposes of liability immunity and injury compensation only to the extent that injury compensation is not provided under that Program. All other terms and conditions of the Declaration apply to such covered countermeasures.
2. Effective Time Period, section XII, add to the end of the section:
Liability protections for Qualified Persons under sections Vf and Vd of the declaration begin on January 28, 2021, and last through October 1, 2024.

materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of granular polytetrafluoroethylene PTFE resin from India and Russia, provided for in subheading 3904.61.00 of the Harmonized Tariff Schedule of the United States, that are alleged to be sold in the United States at less than fair value and alleged to be subsidized by the Governments of India and Russia.
Unless the Department of Commerce Commerce extends the time for initiation, the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by March 15, 2021. The Commissions views must be transmitted to Commerce within five business days thereafter, or by March 22, 2021.

SUPPLEMENTARY INFORMATION:
Background.These investigations are being instituted, pursuant to sections 703a and 733a of the Tariff Act of 1930 19 U.S.C. 1671ba and 1673ba, in response to a petition filed on January 27, 2021, by Daikin America, Inc., Orangeburg, New York.
For further information concerning the conduct of these investigations and rules of general application, consult the Commissions Rules of Practice and Procedure, part 201, subparts A and B

Participation in the investigations and public service list.Persons other than petitioners wishing to participate in the investigations as parties must file an entry of appearance with the Secretary to the Commission, as provided in 201.11 and 207.10 of the Commissions rules, not later than seven days after publication of this notice in

the Federal Register. Industrial users and if the merchandise under investigation is sold at the retail level representative consumer organizations have the right to appear as parties in Commission antidumping duty and countervailing duty investigations. The Secretary will prepare a public service list containing the names and addresses of all persons, or their representatives, who are parties to these investigations upon the expiration of the period for filing entries of appearance.

and BPI service list.Pursuant to 207.7a of the Commissions rules, the Secretary will make BPI gathered in these investigations available to authorized applicants representing interested parties as defined in 19
