Priority Language for Funding Opportunities RHS encourages applications that will help advance equity and improve outcomes in rural America. To encourage investments in rural properties, RHS will award points to projects located in rural Opportunity Zones where projects should provide measurable results in helping communities build robust and sustainable economies. An Opportunity Zone is an economically distressed community where new investments, under certain conditions, may be eligible for preferential tax treatment.
Localities qualify as Opportunity Zones if they have been nominated for that designation by the state and that nomination has been certified by the Secretary of the U.S. Treasury via his delegation of authority to the Internal Revenue Service. See https
www.irs.gov/newsroom/opportunityzones-frequently-asked-questions for more information.
To focus investments in areas where the need for increased prosperity is greatest, RHS will set aside 10 percent of the available funds for applications that will serve persistent poverty
