For the reasons stated in the preamble, DOE is amending part 431 of Chapter II of Title 10, Code of Federal Regulations as set forth as follows:

EQUIPMENT
1. The authority citation for part 431
continues to read as follows:

2. Section 431.12 is amended by revising the definition of Accreditation to read as follows:

431.12

Definitions.

Accreditation means recognition by an accreditation body that a laboratory is competent to test the efficiency of electric motors according to the scope and procedures given in IEEE 1122017

3. Section 431.15 is amended by:
a. Throughout this section, removing the words subpart B of part 431 and adding, in their place, this subpart b. Revising paragraph a;
c. Redesignating paragraph c4 as paragraph c7 and paragraphs c2
and 3 as paragraphs c4 and 5, respectively;
d. Adding new paragraphs c2, 3, and 6; and e. Revising paragraph d1.
The additions and revisions read as follows:
431.15 Materials incorporated by reference.

a General. Certain material is incorporated by reference into this subpart with the approval of the Director of the Federal Register under 5
U.S.C. 552a and 1 CFR part 51. To enforce any edition other than that specified in this section, the Department of Energy must publish a document in the Federal Register and the material must be available to the public.
