CREATING A BOARD OF INQUIRY
TO REPORT ON CERTAIN LABOR
;DISPUTES AFFECTING THE MARI TIME INDUSTRY OF THE UNITED
STATES

WHEREAS there exist certain labor disputes between employers or associa tions by which such employers are repre sented in collective bargaining confer ences who are 1 steamship companies or who are engaged as operators or agents for ships engaged in service from orto Atlantic and Gulf coast ports from Searsport, Maine, to Brownsville, Texas, or from or to other portsof the United States or its territories or possessions, 2 contracting stevedores, 3 contract ingmarine carpenters, or 4 other em ployers engaged in related or associated per activities and certain of their em ployees represented by the International Longshoremens Association Independ ent ; and i WHEREAS such disputes have re nted in a strike which, in my opinion, pects a substantial part of the maritime industry, an industry engaged in trade, Commerce, transportation, transmission, communication among the several PWes and with foreign nations, and Much strike will, if permitted to conn uf> imperil the national health and gftty and affect the flow and utilization J necessary perishable products, infood, for heavily populated coastal areas;

Upon the submission of its report, the Board shall continue in existence to per form such other functions as may be re quired under such Act, until the Board is terminated by the President.
