It is hereby found and determined that it is impracticable, unnecessary, and con trary to the public interest to give pre liminary notice and engage in public rule making procedure, and that good cause exists for not postponing the ef fective date of this action until 30 days after publication thereof in the F ed er al R e g is t e r 5 U.
