5751 b of T itle 10, U nited S tates C ode, W h i h R elates to O fficers of the M arine C orps of the G rade of Captain
By virtue of the authority vested in me by section 5785 a of title 10 of the United States Code, and finding that the needs of the Marine Corps so require, it is ordered as follows:
1. The operation of the provision of section 5751 b of title 10 of the United States Code which relates to the servicein-grade requirement for officers o f the Marine Corps of the grade of eaptain for eligibility for consideration by a selection board for promotion to the next higher grade is hereby suspended until June 30, 1958.
2. This order supersedes Executive Order No. 10546 of July 16, 1954, en titled Suspension of Certain Provisions of the Officer Personnel A ct of 1947, as amended, Which Relate to Officers of the Marine Corps of the Grades of First Lieutenant and Captain.

By virtue of the authority vested in me by section 202 of the Department of Commerce and Related Agencies Appro priation Aet, 1958 71 Stat. 78, and sec tion 608 of the Department of1 Defense Appropriation Act, 1958 71 Stat. 312, relating to certain kinds o f employment m the Canal Zone, and deeming such course to be in the public interest, I
hereby suspend, from and including the effective dates of said acts, compliance ith the provisions of the said sections:
Provided, that this suspension shall not be construed to affect the provisions of he said sections relating to the amount of compensation that may be received by
persons employed in skilled, technical, clerical, administrative, executive, or supervisory positions on the Canal Zone directly or indirectly by any branch of the United States Government or by any corporation or company the stock o f which is owned wholly or in part by the United States Government.

TERMS AND CONDITIONS

The Terms and Conditions of the Flour Export Program Cash Payment G R 346 21 F. R. 8741 are amended as follows:
1. Section 483.205 a is amended to read as follows:
483.205 General conditions of eligi bility. a Payment under this program will be made to an exporter in connection with the net quantity of flour exported from the United States to a designated country and the net quantity of flour in customs bond in Canada exported in like manner from Canadian ports, ex cluding West Coast Canadian ports, pur suant to a sale to a foreign buyer for which the exporter receives a Notice of Registration from the Director, Grain Division, Commodity Stabilization Serv ice preferred to in this subpart as the Director, in accordance with 483.236, subject to the Terms and Conditions set forth in this subpart. The term foreign buyer or foreign buyer in the country of destination as referred to in this sub part, shall include the Army and A ir Force Exchange Service purchasing flour for shipment to installations abroad.
