Payment in cash, credit to the producers account or the drawing of a check or draft shall con stitute disbursement. The producer shall not present the loan documents for disbursement unless the com is in exist ence and in good condition. If the corn was not in existence and in good condi tion at the time of disbursement the total amount disbursed under the loan shall be promptly refunded by the pro ducer. In the event the amount dis bursed exceeds the amount authorized under this subpart, the producer shall be personally liable for repayment of the amount of such excess.
