6103 a , it is hereby ordered that any income, excess-profits, declared-value excess-profits, capital-stock, estate, or gift tax return for any period to and in cluding 1954, shall, during the Eightyfourth Congress, be open to inspection by the Committee on Government Oper ations, House of Representatives, or any duly authorized subcommittee thereof, in connection with its studies of the operation of Government activities at all levels with a view to determining the economy and efficiency of the Govern ment, such inspection to be in accord ance and upon compliance with the rules and regulations prescribed by the Secre tary of the Treasury in the two Treasury decisions,1 relating to the inspection of returns by committees of the Congress, approved by me this date.
