WHEREAS the Secretary of H ealth, Education, and W e lfa re has adopted and has recommended that I approve a seal of office for the Departm ent of H ealth, Education, and W elfare, the design o f which accompanies and is hereby m ade a part of this order, and which is described in heraldic terms as fo llo w s:

N O W , T H E R E F O R E , by virtue of the authority vested in me as President of the United States, I hereby approve such seal as the official seal of the Departm ent of Health, Education, and W elfare.
