With R espect to the Administration of T itle I of the H ousing and R ent Act of 1947, as Amended
By virtue of the authority vested in me by the Constitution and statutes, in cluding section 208 a, of the Housing and Rent Act of 1947, as amended, and as President of the United States and Commander in Chief of the armed forces of the United States, it is ordered th at paragraph 1 b of Executive Order No.
10276 of July 31, 1951 16 P. R. 7535:
shall be, and it is hereby, amended, ef fective as of the effective date of the said Executive Order No. 10276, to read as follows:
b All powers, duties, and functions conferred upon the President by Title I of the Housing and Rent Act of 1947, as amended, exclusive of section 4 e thereof, as amended, shall be adminis tered through the aforesaid Economic Stabilization Agency and may be exer cised and performed by the Economic Stabilization Administrator or, subject to his direction and control, by such officers and agencies of the Economic Stabilization Agency as the said Admin istrator shall designate: Provided, T hat so much of the said powers, duties, and functions as consists of granting excep tions to the provisions of section 4 of Title I of the Housing and Rent Act of 1947, as amended, and to any regulations Issued pursuant thereto, for persons en gaged in national defense activities shall be exercised and performed in such con sultation with the Housing and Home Finance Administrator or his represen tative as the Economic Stabilization Ad ministrator and the Housing and Home Finance Administrator shall from time to time jointly determine.

suant to S ection 103 a of the R ene
gotiation Act of 1951

By virtue of the authority vested in me by the Renegotiation Act of 1951 Public Law 9, 82d Congress, hereinafter re ferred to as the Act, and as President of the United States, it is ordered as follows:
1. The Defense Materials Procurement Agency, the Bureau of Mines, and tha United States Geological Survey, each of which exercises functions having a direct and immediate connection with the national defense, are hereby desig nated, pursuant to section 103 a of the Act, as agencies of the Government in cluded within the definition of the term Department for the purposes of Title I
of the Act.
2. In accordance with section 102 of the Act, the provisions of Title I of the Act shall be applicable to all contracts with the Defense Materials Procurement Agency, the Bureau of Mines, and the United States Geological Survey, re spectively, and related subcontracts, to the extent of the amounts received or accrued by a contractor or subcontractor on or after the first day of October 1951, whether such contracts or subcontracts were made on, before, or after th at date.
