1. Under authority of 6.1 a of Executive Order 9830, 6.106 a 5 is amended to read as set out below effec tive upon publication in the F ederal R egister.

6.106 Department of the Navy a General.
5 NC/PD. Student trainees in naval shipyards, whose salaries shall not aggregate more than $900 a year. Only bona fide students engaged in the study of naval architecture shall be eligible for appointment under this subparagraph.

Employment under this subparagraph shall not exceed 90 working days a year.

Notice of proposed rule making re garding rules and regulations relative to a proposed budget and rate of assess ment, to be made effective under Order No. 20 15 F. R. 7349, regulating the handling of Irish potatoes grown in the States of Massachusetts, Rhode Island, Connecticut, New Hampshire and Ver mont was published in the F ederal R eg ister 15 F. R. 8738. This regulatory program is effective under the Agricul tural Marketing Agreement Act of 1937, as amended 48 Stat. 31, as amended; 7
U. S. C. 601 et seq.. After considera tion of all relevant matters presented, including the rules and regulations set forth in the aforesaid notice, which rules and regulations were adopted and submitted for approval by the New Eng land Potato Committee established pursuant to said order, the following rules and regulations are hereby ap proved.
