A PROCLAMATION
WHEREAS section 3228 f of the In ternal Revenue Code provides in part as follows:
Opiate. The word opiate as used in th is p a rt an d su b c h a p te r A of c h ap ter 23 shall m ean any dru g as defined in th e Federal Food, D rug a n d Cosm etic Act fo u n d by th e Secretary of th e T reasury, a fte r due notice an d o p p o rtu n ity for pu b lic hearing, to have a n addictio n -fo rm in g or a d d ic tio n -su sta in
ing liab ility sim ilar to m orphine or cocaine, and proclaim ed by th e P resid en t to have been so fo u n d by th e Secretary. ;
AND WHEREAS the Secretary of the Treasury, after due notice and oppor tunity for public hearing, has found that each of the following named drugs and their salts has addiction-forming or addiction-sustaining liability similar to morphine, and th at in the public interest this finding should be effective imme diately:
1. Bemidone, 1 - m eth y l - 4 - m etahydroxyphenyl-piperidine-4-carboxylic acid ethyl ester.
2. NU1196, a -l,3 -d im e th y l - 4 - phenyl-4propionoxy piperidine also know n as N isentil.
3. NU-1779, jB-1,3-dimethyl - 4 - phenyl-4propionoxy piperidine.
4. NU1932, /3-l-m ethyl-3-ethyl-4-phenyl4-propionoxy piperidine.
5. N. I. H.-2933, 6-dim ethylam ino-4,4-diphenyl-3-heptanol.
6. N. I. H.-2953, 6-dim ethylam ino-4,4-diphenyl-3-acetoxyheptane.
7. CB-11, 6-m orpholino - 4,4 - diphenyl-3h eptanone also know n as H eptazone or H eptalgin.
NOW, THEREFORE, I, HARRY S.
TRUMAN, President of the United States of America, do hereby proclaim that the Secretary of the Treasury has found that each of the aforementioned drugs and their salts has an addiction forming and addiction-sustaining lia bility similar to morphine, and that in the public interest this finding should be effective immediately.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the United States to be affixed.

A PROCLAMATION
WHEREAS section 411 of title 2 of the Canal Zone Code, approved June 19,1934, authorizes the President to prescribe and from time to time change the tolls that shall be levied by the Government of the United States for the use of the Panama Canal, and provides that no tolls when so prescribed shall be changed unless six months notice thereof is given by the President by proclamation; and WHEREAS increased tolls for the use of the Panama Canal were prescribed by Proclamation No. 2775 of March 26,1948, the said proclamation to become effective on October 1, 1948; and WHEREAS the effective date of the said Proclamation No. 2775 was there after postponed until September 1,1949;
and WHEREAS it appears consistent with the public interest further-to postpone the effective date of the said Proclama tion No. 2775:
NOW, THEREFORE, I, HARRY S.
TRUMAN, President of the United States of America, acting under and by virtue of the authority vested in me by the 13 CFR, 1948 Supp.
