On March 23, 1948, notice of proposed rule making was published in the F ed eral R egister 13 F. R. 1508 proposing instructions governing plants operating as official plants processing and pack aging dairy products, pursuant to the revised rules and regulations governing the sampling, grading, grade labeling, and supervision of packaging of butter, cheese, eggs, poultry, and dressed do mestic rabbits 7 CFR, 1946 Supp., Part 55. After consideration of all relevant matters presented, including the pro posals set forth in the aforesaid notice, the following instructions and require ments are hereby promulgated pursuant to the provisions of the Department of Agriculture Appropriation Act, 1949
