S 933.374 Orange Regulation 134 a Findings. 1 Pursuant to the market ing agreement, as amended, and Order No. 33, as amended 7 CFR, 1946 Supp., Part 933, 12 F. R. 7383, regulating the handling of oranges, grapefruit, and tangerines grown in the State of Florida, effective under the applicable provisions of the Agricultural Marketing Agreement Act of 1937, as amended, and upon the basis of the recommendations of the committees established under the afore said amended marketing agreement and order, and upon other available infor mation, it is hereby found that the lim itation of shipments of oranges, as here inafter provided, will tend to effectuate the declared policy of the act.
2 It is hereby further found that compliance with the preliminary notice and public rule-making procedure re quirements and the 30-day effective date requirement of the Administrative Pro cedure Act Pub. Law 404, 79th Cong.;
60 Stat. 237 is impracticable and con trary to the public interest in that the time intervening between the date when information upon which this section is based became available and the time when this section must become effective in order to effectuate the declared policy of the Agricultural Marketing Agree ment Act of 1937, as amended, is insuffi cient for such compliance, and a reason able time is permitted, under the circum stances, for preparation for such effec tive date.
