WHEREAS a dispute exists between the Georgia Railroad, a carrier, and cer tain of its employees represented by the Brotherhood of Locomotive Firemen and Enginemen, a labor organization; and WHEREAS this dispute has not hereto fore been adjusted under the provisions of the Railway Labor Act, as amended;
and WHEREAS this dispute, in the judg ment of the National Mediation Board, threatens substantially to interrupt in terstate commerce within the state of Georgia to a degree such as to deprive that portion of the country of essential transportation service:
NOW, THEREFORE, by virtue of the authority vested in me by section 10 of the Railway Labor Act, as amended 45
U. S. C. 160, I hereby create a board of three members, to be appointed by me, to investigate the said dispute. No mem ber of the said board shall be pecuniarily or otherwise interested in any organiza tion of railway employees or any carrier.
The bbard shall report its findings to the President with respect to the said dispute within thirty days from the date of this order.
As provided by section 10 of the Rail way Labor Act,, as amended, from this date and for thirty days after the board has made its report to the President, no change, except by agreement, shall be made by the Georgia Railroad or its em ployees in the conditions out of which the said dispute arose.

On November 20, 1947, notice of pro posed rule making was published in the F ederal R egister 12 F. R. 7847 regard ing the budget of expenses and the fixing of the rate of assessment for the 1947-48
fiscal year under Marketing Agreement No. 94 and Order No. 53 7 CFR, Cum.
Supp., 953.1 et seq. , regulating the han dling of lemons grown in the State of California or the State of Arizona. This regulatory program is effective pursuant to the Agricultural Marketing Agreement Act of 1937, as amended. After consid eration of all revelant matters presented, including the proposals set forth in the aforesaid notice, which were submitted by the Lemon Administrative Committee established pursuant to the marketing agreement and order, it is hereby found and determined that:
