R. 9471, regulating the handling of oranges, grapefruit, and tangerines grown in the State of Florida, and the applicable provisions of the Agricultural Marketing Agreement Act of 1937, as amended, and upon the basis p f information available to the undersigned, it is hereby found that the limitation of shipments of grapefruit, as hereinafter provided, will tend to effectuate the declared policy of the act.
