By virtue of the authority vested in me by the Constitution and the statutes, in cluding Title I of the First War Powers Act, 1941, and as President of the United States and Commander in Chief of the Army and Navy, I hereby amend para graph 8, Part II, of Executive Order No.
9630 of September 27,1945, entitled Re distribution of Foreign Economic Func tions and Functions with respect to Surplus Property in Foreign Areas, by adding thereto the following sentence:
Nothing in this order shall be con strued to limit the authority of the De partment of State to engage such per sonnel and make such other expenditures as the Secretary of State may deem nec essary to the discharge of the functions and responsibilities of the Department of State under this Part or any functions and responsibilities assigned to it under the Surplus Property Act of 1944.
