In accordance with the recommenda tion submitted by him on June 27, 1945, the Director of Censorship shall on Aug.
15, 1945:
1. Declare voluntary censorship of the domestic press and radio at an end.
2. Direct th at the Office of Censorship cease at once the censorship of all in ternational communications.
3. Give 30 days notice to all employees of the Office of Censorship, except for a small group needed for liquidating the Agency.

By virtue of the authority vested in the Commission by the Veterans Preference Act of June 27, 1944, the following reg ulations are promulgated and the reg ulation approved November 3, 1944 gov erning reductions in force 9 F.R. 13699

Authority : 12.301 to 12.314 inclusive, issued u n d e r section 12 of V eterans P re fer ence Act of Ju n e 27, 1944, Pub. 359, 78th Cong., 2nd Sess. 58 S ta t. 387; 5 U S.C. 861.
12.301 Extent of regulations. Sec tions 12.301 to 12.314, inclusive, establish degrees of retention preference and uni form rules for reductions in force. They apply to all civilian employees in the executive branch of the Federal Govern ment, and in the municipal government of the District of Columbia, except those whose appointments are required to be approved by the Senate, and those who are appointed by the President of the United States.
12.302 Definitions. For the purpose of 12.301 to 12.314, inclusive, defini tions are given for words, terms, and phrases as follows:
a Reduction in force means the involuntary separation from the rolls of a department, or furlough in excess of thirty days, of one or more employees in order to reduce personnel. Reduction of personnel may have to be made because of lack of funds, personnel ceilings, re organization, decrease of work, to make a position available for a former em ployee with established reemployment or restoration rights, or for other reasons.
However, the term does not apply to 1
termination of temporary appointments limited to one year or less, 2 retirement of employees, or 3 separations for un satisfactory service.
b Retention groups and sub groups means classes of employees en titled to the same degree of retention preference on the basis of tenure of em ployment and veteran preference.
c Retention credits are credits for length of service and efficiency ratings in determining retention order in each re tention subgroup. They are computed by allowing one point for each full year of Federal Government service plus 5
points for an Excellent efficiency rating.
