By virtue of and pursuant to the au thority vested hi me by Title n of the Second War Powers Act, 1942, approved March 27, 1942 56 Stat. 177, the A t torney General is hereby authorized to exercise the authority contained in said Title I I of the Second War Powers Act, 1942, to acquire, use, and dispose of any real property, temporary use thereof, or other interest therein, together with any personal property located thereon, or used therewith, that shall be deemed necessary for military, naval or other war purposes.

WHEREAS the Congress by joint reso lution of May 18, 1928 45 Stat. 617, has authorized and requested the President of the United States to issue annually a proclamation setting apart May 1 as Child Health Day:
