T ransferring C ertain P ersonnel P rom the C oast and G eodetic S urvey to the W ar and N avy D epartments
By virtue of the authority vested in me by section 16 of the act of May 22, 1917, 40 Stat. 87 U.S.C., title 33, sec.
855, and as President of the United States, and in view of the existing na tional emergency, it is hereby ordered as follows:
1. The following-named commissioned officers are hereby transferred from the Coast and Geodetic Survey to the serv ice and jurisdiction of the War Depart ment:
Ensign Francis X. Popper Lieutenant John C. Ellerbe, Jr.
Lieutenant Edward R. McCarthy Lieutenant James D. Thurmond Lieutenant Commander Leo C.
Wilder 2. The following-named commissioned officers are hereby transferred from the Coast and Geodetic Survey to the serv ice and jurisdiction of the Navy Depart ment:
