OF AMERICA
A PROCLAMATION

W HEREAS on M ay 22,1819, the steam ship The Savannah sailed from Savan nah, Georgia, on the first successful transoceanic voyage under steam pro pulsion, thus making a material contri bution to the advancement of ocean transportation; and W HEREAS the Congress by joint reso lution approved M ay 20, 1933 48 Stat.
73, designated M ay 22 of each year as National Maritime Day and requested the President to issue annually a proc lamation calling upon the people of the United States to observe such National Maritime Day; and WHEREAS we of the United States are engaged in a war for the preservation of our liberties against the powers of aggression; and W HEREAS it is fitting that public recognition be given to the patriotism and courage of the officers and men of the cargo ships in the Victory Fleet, and to the men in the shipyards and factories whose labor and genius go into their construction:
NOW, THEREFORE, I, F R A N K L IN D.
ROOSEVELT, President o f the United States o f America, do hereby call upon the people of the United States to observe May 22, 1942, as National Maritime Day by displaying the flag at their homes or other suitable places and do direct that the flag be displayed on all Government buildings on that day.
IN W ITN E SS W HEREOF, I have here unto set my hand and caused the seal of the United States of America to be affixed.

DONE at the City of Washington this 27th day of April, in the year of our Lord nineteen hundred and seal! forty-two, and of the Independ ence of the United States of America the one hundred and sixtysixth.

A uthorizing the F ederal P ublic H ous ing C ommissioner , N ational H ousing A gency , to A cquire and D ispose of P roperty By virtue of and pursuant to the au thority vested in me by T itle n of the Second W ar Powers Act, 1942, approved March 27, 1942 Public Law, 507, 77th Congress, the Federal Public Housing Commissioner of the National Housing Agency, or any officer of the Federal Public Housing Authority acting in the absence or disability of the Commis sioner, is hereby authorized to exercise the authority contained in the said Title I I of the Second W ar PowersAct, 1942, to acquire, use, and dispose o f any real property, temporary use thereof, or ether interest therein, together with any personal property located thereon, or used therewith, th at shall be deemed necessary for war purposes; Provided, however, that the provisions of this order shall be applicable only to property in connection with defense housing and temporary shelter.
