By virtue of the authority vested in me as President of the United States, it is ordered that, subject to valid existing rights, the following-described public land be, and it is hereby, withdrawn from all forms of appropriation under the pub lic-land laws, including the mining laws, and reserved for the use of the War De partment for aviation purposes:

Acting pursuant to the Public Utility Holding Company Act of 1935, particu larly sections 14 and 20 a thereof, and finding that such action is necessary and appropriate in the public interest and for the protection of investors and con sumers and necessary to carry out the provisions of the Act, the Securities and Exchange Commission hereby adopts a revised Form U5S designated by the cap tion Adopted December 31, 1941, a and rescinds Form U5S previously adopted.
The table of forms accompanying the rules and regulations under the Public Utility Holding Company Act of 1935 is hereby amended so that the date op posite the description of Form U5S shall read 12-31-41 instead of 12-28-40.

AND REPORTS
Be it resolved, That the first two sen tences of paragraph c of 204.13 of the Rules and Regulations for the Fed eral Savings and Loan System are hereby amended, effective January 7, 1942, to read as follows:
204.13 Inventories, examinations and reports.
c Forms and reports. The receiver may, from time to time, prescribe the accounting practices to be followed. The receiver shall close its books as of June 30 of each year, and shall make an an nual report of its affairs as of June 30
of each year to the Board on forms pre scribed by the Board or the receiver, and such other reports as may be from time to time required by the Board or the receiver and shall accompany each rec ommendation for the declaration and payment of a liquidating dividend with a report showing the available assets.
Be it further resolved, That this amendment is deemed to be of a pro cedural character within the provisions of paragraph

1. Sections 533 and 534 of the Revenue Act of 1941 Public Law 250 77th Con gress, approved September 20, 1941, provide in part as follows:

a 1 of the Internal Revenue Code is amended by striking out at the rate of $2.25
and on brandy at the rate of $2 and by inserting in lieu thereof at the rate of $4, and by striking out except bran dy.
b Rate on Imported Perfumes Contain ing Alcohol. Section 2800 a 3 of the In
ternal Revenue Code is amended by striking out $2.25 and inserting in lieu thereof $4.
