A PROCLAMATION
The year 1941 has brought upon our nation a war of aggression by powers dominated by arrogant rulers whose selfish purpose is to destroy free institu tions. They would thereby take from the freedom-loving peoples of the earth the hard-won liberties gained over many centuries.
The new year of 1942 calls for the courage and the resolution of old and young to help to win a world struggle in order that we may preserve all we hold dear.

We are confident in our devotion to country, in our love of freedom, in our inheritance of courage. But our strength, as the strength of all men everywhere, is of greater avail as God upholds us.
THEREFORE, I, FRANKLIN D.
ROOSEVELT, President of the United States of America, do hereby appoint the first day of the year 1942 as a day of prayer, of asking forgiveness for our shortcomings of the past, of consecration to the,tasks of the present, of asking Gods help in days to come.
We need His guidance that this people may be humble in spirit but strong in the conviction of the right; steadfast to en dure sacrifices and brave to achieve a victory of liberty and peace.
IN WITNESS WHEREOF, I have here unto set my hand and caused the seal of the United States of America to be affixed.

EXECUTIVE ORDER

By virtue of the authority vested in me by section 44 of the Criminal Code as amended U.S.C. Title 18, Sec. 96, the following-described area is hereby es tablished and reserved, for purposes of national defense, as a naval defensive sea area, to be known as Honolulu Defen sive Sea Area:
All U nited States territorial w aters of H on olulu Harbor, Oahu, T erritory of Hawaii, its approaches an d trib u ta rie s from th e c ontour line of extrem e high water as show n on th e late st U.S.C. and G.S. c h arts to :
A line ru n n in g south tru e from th e shore a t Koko Head, Oahu, along th e m eridian of L ongitude 157 42 West, to th e seaward lim it of U nited States territorial waters;
A line ru n n in g so u th tru e from A hua P oint L ighthouse to th e seaward lim it of U nited S tates territorial waters; and A line ru n n in g along th e seaward lim it of U nited S tates territo rial w aters betw een th e above-described bearing lines.
A vessel not proceeding under United States Naval or other United States au thorized supervision shall not enter or navigate the waters of the Honolulu De fensive Sea Area except during daylight, when good visibility conditions prevail, and then only after specific permission has been obtained. Advance arrange ments for entry into or navigation through or within the Honolulu Defen sive Sea Area must be made, preferably
