Section 3.61 of Title 6, Code of Fed eral Regulations, as amended, is hereby amended to read as follows:
3.6 Authority, and designation of order of precedence of Deputy Governor, Deputy Land Bank Commissioners, and Chief, Appraisal Subdivision, to act as L a n d B a n k Commissioner. Roy M.
Green, Deputy Governor, is authorized and empowered to execute and perform any and all functions, powers, authority, and duties which the Land Bank Com missioner is authorized and empowered to execute or perform in the event the Land Bank Commissioner is absent or unable to serve for any reason.
W. E. Rhea, Deputy Land Bank Com missioner, is authorized and empowered to execute and perform any and all func tions, powers, authority, and duties which the Land Bank Commissioner is author ized and empowered to execute or per form in the event the Land Bank Com missioner and Deputy Governor Green are absent or unable to serve for any reason.
