W HEREAS.a state o f war unhappily exists between Germany, on the one hand, and Canada, on the other hand;
NOW, THEREFORE, I, F R A N K LIN
D. ROOSEVELT, President of the United States of America, in order to preserve the neutrality of the United States and of its citizens and of persons within its territory and jurisdiction, and to en force its laws and treaties, and in order that all persons, being warned of the general tenor of the laws and treaties of the United States in this behalf, and of the law of nations, may thus be pre vented from any violation of the same, do hereby declare and proclaim that alt 9f the provisions of my proclamation of September 5, 1939,1 proclaiming the neu trality of the United States in a war between Germany and France; Poland;
and the United Kingdom, India, Aus tralia and New Zealand apply equally in respect to Canada.
IN W ITNESS WHEREOF, I have here unto set my hand and caused the Seal of of the United States of America to be affixed.

A PROCLAM ATION
WHEREAS section 1 of the joint res olution of Congress approved May 1, 1937, amending the joint resolution en titled Joint resolution providing feu the prohibition of the export of arms, am munition, and implements of war to belligerent countries; the prohibition of the transportation of arms, ammunition, and implements of war by vessels of the United States for the use of belligerent states; for the registration and licens ing of persons engaged in the business of manufacturing, exporting, or import ing arms, a m m unition, or implements of war; and restricting travel by Amer ican citizens on belligerent ships during war , approved August 31, 1935, as amended February 29, 1936, provides in part as follows:
Wheneverthe President shall find that there exists a state of war between, or among, two or more foreign states, the President shall proclaim such fact, and it shall thereafter be unlawful to export, or attempt to export, or cause to be exported, arms, ammunition, or im plements of war from any place in the United States to any belligerent state named in such proclamation, or to any neutral state for transshipment to, or for the use of, any such belligerent state.
AND WHEREAS it is further provided by section 1 of the said joint resolution that
