83.1 War Department officers and employees prohibited from giving ad vance information. Officers, civilian employees, and others on duty in the War Department or in any field agency thereof will not furnish any information to the public concerning the probability of declaring property surplus or clearing it for sale until such property has been cleared for sale. 83.2 Authorized methods of sale Surplus property a Sales to the Na tional Council of the Boy Scouts of America. 1 The property authorized for sale falls under the following classes:
1 Property declared surplus to the military needs by the Secretary of War and not desired by other Government departments.
ii Property which has been listed as to be sold after action by an inspector or on a report of survey and not desired by other Government departments.
iii Salvage property.
iv Such other material as may be spared.
2 Sales under .1 f above. The chief of the arm, service, or bureau charged with the supply of the property will fix the sale price at the fair value of the property to the War Department, except as stated in 4 below.
3 Sales under I ii and Hi above. The Quartermaster General will fix the sale price at the fair value of the property to the War Department, except as stated in 4 below.
4 Sales of National Guard property under 1 i, ft and iii above. -The chief of the National Guard Bureau will in
