S e c t io n 702.1 Authority, availability of funds, and applicability a Author ity. Pursuant to the authority vested in the Secretary of Agriculture under sec tions 7 to 17, inclusive, of the Soil Con servation and Domestic Allotment Act 49 Stat. 1148, as amended, and in con nection with the effectuation of the pur poses of section 7 a of said Act in 1939, payments and grants of aid will be made for participation in the 1939 Agricul tural Conservation Program in Alaska Sections 702.1 to 702.9 are issued under the authority contained in Sections 7 to 17, as amended, 49 Stat. 1148, 1915; 50 Stat. 329;
