Section 7 of the River and Harbor Act of August 8, 1917, provides as follows:
Sec. 7. That it shall be the duty of the Secretary of War to pre scribe such regulations for the use, administration and navigation of the navigable waters of the United States as in his judgment the public necessity may require for the protection of life and property, or of operations of the United States in channel improve ment, covering all matters not specifically delegated by law to some other executive department. Such regulations shall be posted, in conspicuous and appropriate places, for the Information of the public; and every person and every corporation which shall violate such regulations shall be deemed guilty of a misdemeanor and, on conviction thereof in any district court of the United States within whose territorial Jurisdiction such offense may have been com mitted, shall be punished by a fine not exceeding $500, or by im prisonment in the case of a natural person not exceeding six months, in the discretion of the court.
T H E REGULATIONS

In pursuance of the foregoing law, the following rules and regulations are prescribed to govern vessels at localities along the Mississippi River from the Cache River, Illinois, to the Head of the Passes, Louisiana, including New Orleans Harbor, where bank protection works have been or may hereafter be provided by the United States.
1. Except in case of emergency no vessel, boat or other floating craft shall anchor over mattress work. No floating craft other than launches and similar small craft, shall land against banks protected by mattress work or paving except at the regular commercial landings or in emergency. In all cases every precaution to avoid damages to the mattress work and/or paving shall be exercised.
2. The construction of log rafts along mattressed or paved banks or the tying up and landing of log rafts against same must be performed in such a manner as to cause no damage to the mattress work or bank paving.
3 The location of mattress work in New Orleans Harbor is indicated on the accompanying m ap1 and by warning signs erected at the ends and center of each reach of m at tress work. The location of all pertinent lengths of m at tressed bank from Cache River, Illinois, to and including New Orleans Harbor, is given in the list appended hereto.
Generally, mattress work extends out into the river 600 feet from the low water line. Information concerning the loca tion of such mattress work as may be provided hereafter may be obtained from the President, Mississippi River Commis sion, Vicksburg, Mississippi.

4. These regulations shall take effect and be in force on and after the date of approval hereof.
