W HEREAS the preamble to Public Resolution 123, 74th Congress, approved June 23, 1936, recites:
W HEREAS the service reqdered the United States by the American mother is the greatest source of the coun trys strength and inspiration; and W HEREAS we honor ourselves and the mothers o f America when we revere and give emphasis to the home as the fountainhead o f the state; and W HEREAS the American mother is doing so much for the home and fo r the m oral and spiritual u plift of the people o f the United States and hence so much fo r good government and humanity; and W HEREAS the American Gold Star Mothers suffered the supreme sacrifice o f motherhood in the loss of their sons and daughters in the W orld W a r;

DONE at the C ity of Washington this 10th day of Septem ber in the year of our Lord nineteen hundred and th irtyseven, and o f the Independence of the United seal States of Am erica the one hundred and sixtysecond.

E xecutive O rder DESIGNATION OF JEANNE KAVANAGH TO SIGN LAND PATENTS

By virtue of and pursuant to the authority vested in me by section 450 o f the Revised Statutes, as amended U. S. C., title 43, sec. 8 , Jeanne Kavanagh o f Iowa, appointed by the Secretary of the Interior, August 24, 1937, to tile position o f clerk to sign land patents, is hereby designated to sign my name to said patents.

AND W HEREAS the said Public Resolution 123 provides:
That the President o f the United States is hereby authorized and requested to issue a proclam ation calling upon the Government officials to display the United States flag on all Government buildings, and the people o f the United States to display the flag and to hold appropriate meetings at their homes, churches, or other suitable places, on the last Sunday in September, as a public expression of the love, sorrow, and reverence of the people of the United States fo r the American Gold Star Mothers.
SEC. 2. That the last Sunday in September shall here after be designated and known as Gold Star M others Day, and it shall be the duty o f the President to request its observance as provided fo r in this resolution.
NOW, THEREFORE, I, F R A N K L IN D. ROOSEVELT, President of the United States of America, under erd by virtue of the authority vested in me by the aforesaid public resolution, do by this proclamation designate Sunday, Sep tember 26, 1937, as Gold Star M others Day and direct Gov ernment officials to display the United States flag on all Government buildings, and do call upon the people o f the United States to display the flag and to hold appropriate meetings at their homes, churches, or other suitable places on that day as a public expression of the affection and rever ence of the people o f the United States for the American G eld Star Mothers.
IN W ITNESS W HEREOF, I have hereunto set my fra-nd and caused the seal of the United States of Amprirjy to be affixed.

It appears from the Commissions records that certain D istrict Boards within the areas defined in the A ct as Minimum Price Areas Number 1 and Number 2 have not complied in whole or in part with the Commissions Order No. 39,1 directing each D istrict Board within M in im u m Price Areas Number 1 and Number 2 to propose m in im u m prices fo r all kinds, qualities and sizes o f coal produced in said districts by code members to the C o m m ission on or before the 2nd day o f September, 1937.
Now therefore pursuant to A ct o f Congress entitled An A ct to regulate interstate commerce in bituminous coal, and fo r other purposes Public, No. 48, 75th Cong., 1st sess., known as the Bituminous Coal A ct o f 1937, the 12 P. R. 1691 D I.
