WHEREAS Senate Concurrent Resolution 30, 74th Con gress, 2d Session, provides:
That Monday, A pril 6, 1936 be recognized by the Senate and House o f Representatives o f the United States of America, as Arm y Day, and that the President o f the United States be requested, as Commander in Chief, to order m ilitary units throughout the United States to assist civic bodies in appropriate celebration to such extent as he may deem advisable; to issue a proclam ation declaring April 6, 1936, as Arm y Day, and in such proclamation to invite the governors, o f the various States to issue Arm y Day proclamations, NOW, THEREFORE, I, F R A N K LIN D. ROOSEVELT, President of the United States of America, do hereby declare April 6, 1936, Arm y Day, and invite the governors of the various States to issue Arm y Day proclamations; and, as Commander in Chief, I do hereby order m ilitary units throughout the United States to assist civic bodies in ap propriate celebration.

THE PROVISIONS OF SECTION 303 OF THE TARIFF ACT OF 1930, TO

To Collectors o f Customs and Others Concerned:
The Bureau is in receipt o f official inform ation to the effect that the Government of the Irish Free State pays or bestows
a bounty or grant w ithin the meaning o f the provisions of section 303 o f the T a riff Act o f 1930, on the exportation of bacon, cured ham, and other cured pigs meat, all of which are dutiable commodities under the T a riff A ct o f 1930.
Pursuant to the provisions of section 303, supra, I have ascertained arid determined and hereby declare the net amount o f such bounty or grant on the commodities involved to be 12 shillings per hundredweight 112 pounds.
Collectors of customs, therefore, w ill collect countervailing duty equal to the net amount o f the bounty or grant in such merchandise imported, éther directly or indirectly, or w ith drawn from warehouse fo r consumption after th irty days after the publication o f this decision in the weekly Treasury Decisions.

S i r s : On March 2, 1936, the Secretary o f the Interior approved Rules fo r Adm inistration o f Grazing D istricts , under the act o f June 28, 1934 48 Stat. 1269.
Your attention is directed to that part o f the rules found on page three thereof, under the heading of Fees , which reads as follow s:
A grazing fee of five 5 cents per head, per month, or fraction thereof, for each head of cattle or horses, and one 1 cent per month, or fraction thereof, for each, sheep or goat, shall be col lected from each licensee except free-use licensees.
W here the license is fo r three months or less, the fees must be paid in fu ll in advance fo r the period o f the license, but a fraction of a month w ill be computed as a whole month in calculating the fee.
The licensee may elect to make payment in fu ll or in installments provided the license is fo r a period of more than three months. I f he elects not to pay in fu ll, he may pay in installm ents as follow s:
a W here the license is fo r more than three months, but less than six months, the first installm ent payment w ill be fo r a three-m onth period, and the second installm ent pay ment fo r the remainder of the tim e o f the license, each installm ent to be paid in advance.
