DELEGATING TO THE CIVIL SERVICE
COMMISSION THE AUTHORITY OF
THE PRESIDENT TO PRESCRIBE REG
ULATIONS UNDER THE FEDERAL
EMPLOYEES INTERNATIONAL OR
GANIZATION SERVICE ACT
By virtue of the authority vested in me by section 301 of title 3 of the United States Code, and as President of the United States, it is ordered as follows:
S ection 1. There is hereby delegated to the United States Civil Service Com mission the authority vested in the President by section 5 of the Federal Employees International Organization Service Act 72 Stat. 961.
S ec. 2. Executive Order No. 9721 of May 10, 1946; Executive Order No, 10103 of February 1, 1950; and Executive Order No. 10774 of July 25, 1958, insofar as it affects any employee covered by section 6a of the International Atomic En ergy Agency Participation Act of 1957
prior to the repeal of that section by the Federal Employees International Or ganization Service Act, are revoked ex cept that each shall be considered to remain in effect with respect to any em ployee subject thereto serving with an international organization on the date of enactment of the Federal Employees International Organization Service Act who does not elect to have coverage, under the latter Act pursuant to the pro visions of section 6 of that Act, and for the purposes of any rights and benefits vested under each such order prior to the date of the enactment of the Federal Em ployees International Organization Serv ice Act.

GROWN IN ARIZONA AND DESIG
NATED PART OF CALIFORNIA
Limitation of Handling Findings. 1. Pursuant to the mar keting agreement, as amended, and Order No. 14, as amended 7 CFR Part 914, regulating the handling of navel oranges grown in Arizona and designated part of California, effective under the applicable provisions of the Agricultural Marketing Agreement Act of 1937, as amended 7 U.S.C. 601 et seq.; 68 Stat.
906, 1047, and upon the basis of the recommendation and. information sub mitted by the Navel Orange Administra tive Committee, established under the said amended marketing agreement and order, and upon other available informa tion, it is hereby found that the limita tion of handling of such navel oranges as hereinafter provided will tend to effec tuate the declared policy of the act.
2. It is hereby further found that it is impracticable and contrary to the pub lic interest to give preliminary notice, en gage in public rule-making procedure, and postpone the effective date of this amendment until 30 days after publica tion hereof in the F ederal R egister 60
Stat. 237; 5 U.S.C. 1001 et seq. because the time intervening between the date when information upon which this amendment is based became available and the time when this amendment must become effective in order to effectuate the declared policy of the act is insuf ficient, and this amendment relieves re strictions on the handling of navel or anges grown in Arizona and designated part of California.
Order, as amended. The provisions in paragraph b 1 i and ii of 914.456 Navel Orange Regulation 156, 24
F.R. 939 are hereby amended to read as follows:
i District 1: 729,960 cartons;
ii District 2: 448,140 cartons.
