A PROCLAMATION
WHEREAS many of the young people of our country, under the auspices of a nation-wide organization, are learning actual business methods by setting up and operating their own small-scale en terprises; and WHEREAS the sponsors of these en ergetic juniors businessmen of many local communities are voluntarily giv ing of their time, their counsel, and their experience for the benefit of these junior achievers; and WHEREAS the experience gained by tnese young people in conducting their own enterprises will heighten their un derstanding of the privileges and duties of citizenship and better prepare them for future leadership in industry and in their communities; and WHEREAS initiative, a sense of indi vidual dignity, and the determination to mold ones own future are basic elements of the character of the people of our Ration; ary

WHEREAS the Congress, by House Concurrent Resolution 73, agreed to Jan uary 17,1957, has requested the President to issue a proclamation designating the week beginning January 27, 1957, as N a
tional Junior Achievement Week:
NOW, THEREFORE, I, D W IG H T D.
EISENHOWER, President of the United ptates of America, do hereby designate the week of January 27 through February 2 1957, as National Junior Achieve ment Week; and I U rge all our citizens to observe the week by honoring Junior chievers and their volunteer adult a d visers through appropriate ceremonies.

W H E R E A S a dispute exists between the Railway Express Agency, Incorpo rated, a carrier, and certain of its em ployees represented by the International Brotherhood of Teamsters, Chauffeurs, Warehousemen and Helpers of America, a labor organization; and W H ER EAS this dispute has not here tofore been adjusted under the provi sions of the Railway Labor Act, as amended; and W H ER EAS this dispute, in the judg ment of the National Mediation Board, threatens substantially to interrupt in terstate commerce to a degree such as to deprive the country of essential trans portation service:
N O W , THEREFORE, by virtue of the authority vested in me by section 10.of the Railway Labor Act, as amended 45
U. S. C. 160, I hereby create a board of three members, to be appointed by me, to investigate the said dispute. No member of the said Board shall be pecuniarily or otherwise interested in any organization of railway employees or any carrier.
